
Naperville residents have the chance to grade municipal services and the quality of life in town through a survey that will give city leaders insight into what should be their top priorities.
The city has contracted with consultant Polco, a company that administers The National Community Survey used by more than 500 municipalities, to measure resident satisfaction levels and perceptions.
Postcards are being mailed this week to randomly selected and geographically dispersed households that will have initial access to the survey.

Besides a survey link, each card provides a unique pin for the household to access the survey. If anyone attempts to complete the survey a second time with the pin, only the first survey will be counted.
On Aug. 2, the survey will open online for two weeks for all residents to participate.
All responses are confidential, with no identifying information shared.
The survey will conclude Aug. 16, and the results presented to the community and the Naperville City Council in October.
Results of the statistically significant random sampling will be presented separately from the communitywide numbers in the final report.
The survey was a recommendation from the 2021 Priorities Plan, which calls on the city to conduct a statistically valid resident survey every two or three years to provide decision-makers with timely community feedback on city services and public sentiment.
The 2023 survey takes about 15 minutes to complete and is available in English and Spanish.
The last time Naperville completed a community survey was in 2016. Previous surveys also were done in 2012, 2008 and 2006.
Assistant City Manager Marcie Schatz in a memo to the council said the survey’s overall focus is community livability. It seeks input related to services provided by police, fire and public works departments and the characteristics that contribute to quality of life, such as parks, schools, health care and business variety.
By using The National Community Survey as a template, Naperville has the ability to compare its results with residents’ opinions in similar communities across the country.
