West Dundee will offer tax incentives to help bring to fruition the senior housing campus planned for the southwest corner of Route 31 and Angle Tarn Road.

Des Moines-based Nelson Construction and Development plans to construct a multi-winged building with 126 units, 90 for assisted living and 36 for memory care on nine acres of an 18-acre site.

The units will be a mix of studios, one- and two-bedrooms, and two companion suites.

Construction is to begin this spring on the Westbrook at Canterfield facility, Village Manager Joe Cavallaro said.

“Two years is the expected (construction) timeline of the project,” he said.

On Monday, village trustees unanimously approved a development agreement that grants Nelson Construction $1 million in tax increment financing funds. Total project costs are expected to be in excess of $35 million, according to village documents.

A TIF freezes property taxes at the level paid before development. The money generated by the difference between the property tax bill before development and after development — the increment — can then be used for improvements to the land.

The developers said financial assistance from the village is necessary due to the amount of work the site requires, including stormwater improvements, site grading requirements, detention basin construction, sidewalks, and extensive landscaping to provide screening and buffers between adjacent residential property.

Bordered by Route 31, Angle Tarn Road and Boncosky Road, the property is owned by the Haeger-Estes family.

A feasibility study shows the community has a need for more quality options for senior care, village officials said.

Community Development Director Tim Scott said last fall that dividing 18-acre property in half “still affords the second portion of the site for compatible future development … whether that has a senior focus or is a project of a different nature.”
