Prosecutors have received and reviewed a comprehensive psychological report on Tinkes as part of the pretrial process, officials said.
According to investigators and prosecutors, Tinkes engaged in multiple sexual acts with a minor under the age of 13 from 2010 to 2013. The victim was someone known to Tinkes, authorities said.
Tinkes was arrested by Mundelein police following an investigation by the department.
He has been free from custody of the Lake County Jail, under several restrictions and conditions, after posting 10 percent of a $500,000 bond.
Tinkes has been assigned a 24-hour curfew and is on electronic monitoring by pretrial services. He is also not allowed to have contact with the victim, or anyone under the age of 18.
