
Oswego trustees Tuesday night will consider authorizing an annexation agreement and rezoning to bring the former Hide-A-Way Lakes campground into the village.
The 151-acre site at 8045 Van Emmon Road in an unincorporated area of Kendall County was purchased by a new owner in late 2020, village officials said.
The owners have been “radically improving the site and creating a new operational model for outdoor camping with amenities,” Oswego Development Services Director Rod Zenner said in a report to trustees.
The site has been renamed Fox Bluff Vacation Cottage and RV Resort.
“The owner envisions creating a premier luxury campground in the Chicagoland area, complete with ‘glamping’ and cabin rentals, multiple swimming pools and other luxury and recreational amenities,” Zenner said.
The Oswego Village Board meeting is set for 7 p.m. Tuesday at Village Hall at 100 Parkers Mill.
The new owners have removed nearly all of the previous trailers on the site and have remodeled some of the existing structures, including recreational centers for adults and children. A pool improvement is scheduled to start in the spring, he said.
The owners have planned several phases of camping site improvements, each with 200 to 250 camp sites, including ones for recreational RVs and another private gated section that would have its own pool, clubhouse and sports courts.
Rezoning for the site, approved by the village’s Planning and Zoning Commission, defines regulations for the campgrounds and creates a special use permit for the campground in a residential district.
Campers would not be able to use the campground as a permanent residence and could not live on the property for more than six months a year, according to officials.
Oswego police responded to assist the Kendall County Sheriff’s Office 15 times at the site from 2013 to 2020 under the prior ownership, Zenner said.
There have been no requests for Oswego police to assist under the new ownership and the Kendall County Sheriff’s Office has had a significant decrease in calls for service since the campground changed hands, Zenner said.
The property is in an unincorporated area of Kendall County and not contiguous to the village, Zenner said. However, properties can be annexed through agreements with a municipality.
“Under our previous boundary agreement with Yorkville, the property was included in the Yorkville planning area. However, since the agreement expired Sept. 1, 2021, Fox Bluff is choosing to exercise their option for annexation in the village of Oswego,” Zenner said.

Oswego and Yorkville are currently negotiating a new boundary agreement, Zenner said in his report to trustees.
