(Down from 14) Otto Phan hit town (from Austin) promising a level of sushi mastery Chicago had yet to see. Big promise. But Phan has largely backed up his bluster; his eight-seat restaurant, exclusively featuring omakase (chef’s choice tasting progression), showcases his brilliant sushi work.
