Average fixed mortgage interest rates on the most popular home loan fell again this week, to a level not seen since early June 2013.

The average rate on a 30-year, fixed-rate mortgage was 3.92 percent, compared with 3.97 percent last week and 4.13 percent in the same week a year ago, according to Freddie Mac’s weekly survey.

On a 15-year, fixed-rate mortgage, this week’s average rate of 3.08 percent compared with 3.18 percent last week and 3.24 percent a year ago.

The decline is attributed to the yields on 10-year Treasury notes, which dropped to their lowest point of the year, according to Freddie Mac chief economist Frank Nothaft.
