The Village Board voted Monday to install underground drains on Birchbark Trail, Pennsboro Court and Buffalo Circle in the central residential district at a total cost of $12,630.

Harry Kuhn Construction of Wheaton won the contract by submitting the low quote. Engineering Department staff did not put the contract out for bid because they thought the work might cost less than $10,000, which is the state-mandated minimum figure required for the bidding process, said engineering services director James Knudsen.

Trustees formally waived the bidding so they could accept the low quote without advertising for formal bids, which would have delayed the project until next spring.

“These underdrains will help keep surface water from draining across our sidewalks and parkways, over the curb and onto our streets. This will alleviate slippery and icing conditions and lessen damage to our property,” Knudsen explained. A fourth street, Yellowstone Drive, was removed from the project because Public Works crews reported it had not iced up significantly over the past two winters.
