Democratic state Rep. Will Guzzardi, 39, has represented the 39th District on Chicago’s Northwest Side since 2015 and now serves as an assistant majority leader. He is an experienced legislator whose influence in Springfield has grown, but his fiscal priorities remain firmly progressive. Guzzardi continues to advocate replacing Illinois’ flat income tax with graduated rates. He also supports allowing municipalities to enact rent control.

Republican Cesar Guillen is challenging Guzzardi in November. We have not heard much from him, making it difficult to compare his approach to the incumbent’s established record. Nevertheless, the contest presents voters with an opportunity to scrutinize Guzzardi’s positions on taxation, spending and the state’s long-term financial obligations.
