A 31-year-old man arrested in Mokena who prosecutors said was carrying improvised incendiary devices and a map labeling an Orland Park mosque faces immigration proceedings, U.S. Immigration and Customs Enforcement said in a statement.

The U.S. Department of Homeland Security said ICE lodged a detainer with the Will County jail for Hamed Alsaidi, who is from Jordan, the same day he was arrested, Aug. 1.

Alsaidi appeared in court the next day, Aug. 2, where Will County Judge Theodore Jarz ordered him released on conditions of electronic monitoring and home confinement, according to court records. He was released that afternoon, according to the Will County jail inmate lookup.

“Even though ICE lodged a detainer, sanctuary politicians in Will County, Illinois refused to honor it and released him without notifying ICE,” a DHS spokesperson said in a statement.

The Will County sheriff’s office confirmed it received information from ICE that Alsaidi had a detainer.

“Per the Illinois TRUST Act we were prohibited from complying with that order,” sheriff’s public information officer Elizabeth Matthews said in an email. “If it would have been a judicial warrant, that would have made a difference.”

Passed in 2017, the Illinois TRUST Act was enacted to “bolster community trust and cooperation” between law enforcement and the populations that they serve, according to a fact sheet from the Illinois attorney general.

ICE said Aug. 4 officers conducted “targeted enforcement operations” in Oak Forest, where Alsaidi was arrested. Alsaidi “remains in ICE custody pending the outcome of his immigration hearing and will receive full due process under federal law,” ICE said.

An Oak Forest spokesperson said the city was not aware of ICE operations and that ICE does not coordinate with Oak Forest.

An ICE website listed Alsaidi as in custody at Miami Correctional Facility in Bunker Hill, Indiana as of Monday.

Police encountered Alsaidi walking in the traffic lanes of 191st Street near La Grange Road in the early morning of Aug. 1, and detained him, prosecutors said. Prosecutors said he was carrying eight Molotov cocktails and a handwritten map with “you see the mosque” appearing to label the Orland Park Prayer Center, a mosque on 104th Avenue.

Alsaidi was charged with unlawful use of weapons, a felony, and obstructing an officer by providing a fake name, according to court records.

Alsaidi was arrested by U.S. Border Patrol agents in March 2024 for unlawfully entering the United States and subsequently released, ICE said.

Alsaidi was previously arrested Oct. 6, 2025, for domestic battery, ICE said. According to Cook County court records, later that month the case was was dismissed with the possibility of charges being brought again.

ICE then arrested Alsaidi Dec. 17, 2025, about a month after the fall surge of Operation Midway Blitz concluded, on the basis that his domestic battery arrest meant he had violated the conditions of his initial release from custody, ICE said. He was released on bond May 11 of this year, and enrolled in the Alternatives To Detention program, ICE said.

A lawyer listed as representing Alsaidi in court records could not be reached for comment.
