A Naperville man has been charged in an alleged scheme to defraud Medicare by ordering and billing for COVID-19 test kits that weren’t requested or provided, according to the U.S. Attorney’s Office for the Northern District of Illinois.

Amirali Bhimani, 42, faces three counts of healthcare fraud for allegedly selling Medicare beneficiary information to laboratories so they could bill Medicare for over-the-counter COVID tests. The actions took place over about six months and resulted in the federal government being billed for about $342 million, of which about $240 million went to the labs, a news release said.

“Bhimani and others provided one or more of the laboratories with fake recordings of phone calls, in which the Medicare beneficiaries purportedly agreed to receive the test kits, the charges allege,” the release said. “The source of the recordings allegedly informed Bhimani that they were generated using artificial intelligence.”

The charges were filed as part of the U.S. Department of Justice’s 2026 National Healthcare Fraud Takedown, which has been pursuing criminal healthcare fraud cases aimed at schemes to defraud Medicare and Medicaid, the release said.

Since its inception in 2025, the Healthcare Fraud Section has pursued about $2.135 billion in healthcare fraud cases in the northern Illinois, the release said.
