The Oswego Planning and Zoning Commission Thursday will review site plans for a proposed HomeGoods store at Prairie Market East shopping center.
The proposed development would feature a 25,000-square-foot building for HomeGoods on a 9-acre site along Route 34 at Fifth Street.
The Oswego Village Board in December authorized an economic incentive agreement of up to $1.5 million to assist the owners of the Prairie Market East shopping center with plans to construct the building for the new retail tenant.

Prairie Market 24 LP is proposing to build the HomeGoods store between PetSmart and Aldi at the shopping center.
“The approved building footprint for the property is 16,944 square feet, making the newly-proposed commercial building 8,056 square feet larger than originally approved,” Oswego Planner Jeff Lind said in a report to the commission.
A major planned unit development amendment is required for any increase in the gross floor area of a development by 5% or more. The proposed HomeGoods building exceeds a 5% increase in its approved footprint, he said.
The commercial center is near the Steeplechase at Churchill Club subdivision.
“While the depth of the tenant space is increasing, it will be as far from neighboring residential development as the other tenants in Prairie Market East,” the village planner said.
The developer is requested a wall sign larger than permitted by the planned unit development – or PUD – for the site. Village staff has recommended approval of the major amendment to the PUD to allow for a 25,000- square-foot HomeGoods store and a wall sign larger than permitted by the PUD to allow wall sign letters that exceed 48 inches in height, Lind said.
Village staff has been working with Edgemark, a subsidiary of Prairie Market 24 LP, since it purchased the shopping center in September 2024. Village staff was notified last year by HomeGoods owner TJX Companies that previous plans to open in the former Lowe’s Garden Center in the Prairie Market shopping center had not progressed “due to the deal no longer being viable for the landlord,” village officials said.
TJX Companies then connected with Edgemark to revive its plans for opening a new store in Oswego at Prairie Market East, village officials have said.
