A Romeoville man who is accused of taking down payments for residential concrete jobs in Naperville that he never completed has been arrested on felony theft and fraud charges, Naperville police said.

An investigation launched last fall found that 34-year-old Salvador Garcia, who went by the alias Salvador Fuertes, allegedly defrauded six Naperville customers between in November 2022 and May 2023, according to the Naperville Police Department.

The probe began when a Naperville resident contacted police about a down payment he made to Garcia/Fuertes for installation of a concrete patio that Garcia/Fuertes refused to return despite never doing the work, the report said.

Police subsequently received five more complaints about the same type of fraud allegedly being conducted by Garcia/Fuertes, who claimed to be an employee of Lucas Landscaping, the report said. Lucas officials said the suspect was not an employee and was not authorized to use the business’ name.

Garcia was arrested Friday, and charged with two counts of continuing financial crimes enterprise, four counts of theft and four counts of home repair fraud, all of which are felonies.

Police are looking for other possible victims of the alleged scam allegedly perpetrated by Garcia, who is said to have used the cell phone number 331-425-9288 to communicate with his victims.
