Waukegan has a noise ordinance that’s never used. We get more and more cars with their loud mufflers, and nobody to write them tickets for it. You can go into Lincolnshire. You can go into Libertyville. You can go into Buffalo Grove and Morton Grove, and they stop you on a dime. Here in Waukegan, we have a city where everything is up for grabs.
