Two mayoral candidates and a dozen people seeking Naperville City Council seats filed the paperwork needed to be on the spring election ballot Monday — the first day nominating petitions could be submitted.

In line at 8 a.m. when the doors opened at the city clerk’s office were Naperville Councilman Benny White and city Liquor Commissioner Scott Wehrli.

Both men hope to succeed Mayor Steve Chirico, who announced in July he would not seek a third term.

Because Wehrli and White filed at the same time, a lottery will be held at noon Dec. 6 to determine ballot order.

A lottery also will be held that day to determine the ballot order for the 11 candidates seeking four, four-year council terms who also were in line at 8 a.m.

In the drawing will be incumbent Councilman Patrick Kelly as well as Meghna Bansal, Allison Longenbaugh, Ashfaq Syed, Rebecca Malotke-Meslin, Josh McBroom, Nag Jaiswal, Derek McDaniel, Ashley South, Jodi Trendler, Nag Jaiswal and Nathan “Nate” Wilson.

Bansal is a Wheatland Township Board trustee; McBroom is a Naperville Park Board commissioner; and Longenbaugh and Syed serve on the Naperville Public Library Board.

Trendler is the former chair of the Naperville Environment and Sustainability Task Force; McDaniel and Malotke-Meslin were named Naperville Area Chamber of Commerce 4 Under 40 Achievement award winners in 2020; South is chief editor at Main & Luxe Magazine; Jaiswal and Wilson are members of the city’s Human Rights and Fair Housing Commission.

Those who turn in their nominating petitions after the 8 a.m. opening the first day are placed on the ballot in order of their filing.

This means the name of former Naperville library trustee Madhu Uppal, who filed at 9:38 a.m. Monday, will be placed beneath the names of the first 11 candidates.

Petitions for council and mayor bids can be filed through Monday, Nov. 28.

If more than four candidates file for mayor or more than 16 for council seats, a consolidated primary election will be held Feb. 28 to narrow the field. The consolidated election is April 4.

Kelly is the only one of the four council incumbents who plans to seek reelection.

Paul Hinterlong cannot run again because of term limits, Patty Gustin is not running again because she was recently elected to the DuPage County Board in District 5 and Theresa Sullivan has opted not to go for a second term.

Candidates who want to be on the ballot for Naperville school and park board elections will file their nominating petitions Dec. 12-19.
