Kilbourne succeeds David Rickert, who resigned in January to take a job as the chief financial officer in Winnebago County in January. He will be sworn in April 5, replacing interim Treasurer Maria Herrera, and will serve until the end of Rickert’s term on Dec. 1, 2022.
A Kane County committee did a comprehensive search for a new treasurer before narrowing the field to eight candidates and ultimately choosing Kilbourne, a 31-year veteran of the Carpentersville Police Department and its chief for six years, a news release said.
Kilbourne has a bachelor’s degree from Western Illinois University and a master’s degree in business administration from Illinois State University. He has served as the chairman of the North East Multi-Regional Training finance committee and treasurer of the Illinois Public Pension Advisory Committee and works as an adjunct criminal justice instructor at Judson University in Elgin.
“I have the experience and education necessary to be the Kane County treasurer and manage the Kane County Treasurer’s Office,” Kilbourne said in the release.
“I have supervised an organization with 65 employees, managed a budget of over $10 million annually (and) reported to, and worked with an elected body. My 27 years (working) with the two Carpentersville pension funds have given me a depth of knowledge and experience in both managing investments and working with investment professionals.”
In his new role, Kilbourne will oversee a staff of 10 and manage a budget of approximately $731,000.
