Aldermen are set to consider a $500,000 payment to the mother of a man who died shortly after Chicago police took him into custody.
The proposed deal in the case of Romello Palmer will head to the City Council Finance Committee next week, according to aldermen who were briefed on it Monday.

Officers stopped the 21-year-old Palmer in September 2017 in an alley in the North Lawndale neighborhood, according to a federal lawsuit filed by his mother.

Palmer, who the lawsuit said “was having difficulty breathing and looked sick or under the influence of alcohol or drugs” when police first encountered him, fell to the ground near the wheel of a parked car.
An officer then handcuffed him, according to the suit.
Though Palmer “was losing consciousness and in need of urgent medical attention,” and asked the officers for help, they did not immediately call him an ambulance, the suit states.
Palmer died, and the Cook County medical examiner said he overdosed on drugs, according to Southwest Side Ald. Raymond Lopez, 15th.
