The Cook County Board Finance Committee will meet at 10 a.m. Oct. 10 to consider repeal of the Cook County penny-an-ounce tax on sugar- and artificially sweetened beverages. It would take nine votes to repeal the tax. If County Board President Toni Preckwinkle were to veto the repeal, it would take 11 commissioners to override her. Here’s how they commissioners voted last November when the tax was approved, along with their most recent positions on the issue:

Politically ambitious two-term commissioner is co-sponsor of repeal ordinance.


Bridget Gainer

D-Chicago — 10th District


Politically ambitious second-term commissioner whose district extends from Lincoln Park to Edgewater and out to Jefferson Park. Supports repeal.


Gregg Goslin

R-Glenview — 14th District


Fifth-term commissioner’s district is close to Lake County border where taxes are lower. Supports repeal.


Sean Morrison

R-Palos Park — 17th District


Appointed in 2015, he’s the lead sponsor of the repeal ordinance.


Timothy Schneider

R-Bartlett — 15th District


Appointed by Republican Gov. Bruce Rauner as Illinois Republican Party chairman. Co-sponsor of repeal ordinance.


Peter Silvestri

R-Elmwood Park — 9th District


Fifth-term commissioner whose district includes offices of Great Lakes Coca-Cola Distribution in Rosemont. Supports repeal.


Jeffrey Tobolski

D-McCook — 16th District


Second-term commissioner whose district includes a Dr Pepper-Snapple Group bottling plant, warehouse and distribution center. Usually a Preckwinkle ally, he made a late decision to vote against the tax. Co-sponsor of repeal ordinance.

Freshman with Northwest Side district did not reveal how he would vote on tax until the last minute. He’s once again mum. His father, state Rep. Luis Arroyo Sr., in August asked Preckwinkle if she would repeal the tax during a Democratic endorsement session.

3rd District


Eight-term commissioner is a staunch Preckwinkle ally.


John Daley

D-Chicago — 11th District


Commissioner since 1992 representing Bridgeport, Bedford Park, Burbank, Oak Lawn. His brother, former Mayor Richard M. Daley, sits on Coca-Cola board. Sided with Preckwinkle last November but more recently said he’s going to vote to repeal the tax.


Jesus “Chuy” Garcia

D-Chicago — 7th District


Former mayoral challenger represents a Far West Side district that includes a Pepsi plant. He’s Preckwinkle’s floor leader. He most recently committed to repeal.


Edward Moody

D-Chicago Ridge — 6th District


Appointed in October 2016, Moody is a longtime campaign operative for Illinois House Speaker Michael Madigan. District has a Coca-Cola warehouse in Alsip. Recently said he’s listening to both sides.


Stanley Moore

D-Chicago — 4th District


South Side/south suburban commissioners stood alongside Preckwinkle at a Sept. 12 news conference touting the health benefits of the tax and said, “We need revenue.” He has most recently said, however, that he will vote to repeal the tax.

Cast a rare tie-breaking vote to pass pop tax. If all 17 commissioners vote on repeal, she won’t have to break a tie, but could veto the repeal ordinance if it passes. It would take 11 votes to override a veto.

Six-term commissioner representing South Side, Riverdale, Harvey and Chicago Heights is a consistent Preckwinkle ally.


Larry Suffredin

D-Evanston — 13th District


Four-term commissioner’s district includes a Coke bottling plant in Niles. Opposes repeal.


DIDN’T VOTE

Dennis Deer

D-Chicago — 2nd District


Supported pop tax when he was appointed in July to replace late Commissioner Robert Steele, who was out sick and did not vote in November. Deer now says he has committed to repeal.
