The business license for PADS Lake County’s office on the 1800 block of Grand Avenue will be reinstated following an agreement announced Friday between the city and PADS officials that will avoid a scheduled hearing on the issue next week.

City officials took action to suspend the license and close the facility on April 4 due to what they reported as actions “beyond the scope of those granted by the business license,” among other alleged violations. Though the office reopened the following day, PADS was still required to attend a meeting of the city’s Development Review Board to discuss a full reinstatement of the license.

Under the terms of the eight-page agreement, PADS agreed to limit its activities at the site to such matters as screening and assessment of homeless individuals for services, one-on-one healthcare management and group counseling. Other permitted services include transportation to overnight shelters provided by PADS.

A set of prohibited uses include use of showers on site by PADS clients, serving of meals, use of laundry facilities and storage of clients’ personal items. In addition, no PADS clients will be allowed on site unless they have a scheduled appointment or are waiting for someone in scheduled group sessions, among other limitations.

PADS also agreed to set up a fenced-in smoking area and renovate the facility to create a waiting area “to minimize visible foot traffic.” A list of “actions and behaviors that are unacceptable” will include panhandling, and clients found in violation can be banned from PADS facilities for up to three days.

In addition, PADS agreed to allow random inspections without notice by city officials that include the mayor, building commissioner and license administrator. After notification of any violations, PADS would have 72 hours to remedy the situation, after which the city would be able to suspend the business license.

The agreement was signed by Mayor Wayne Motley and PADS Executive Director Joel Williams with the intent that it would go into effect last Friday.
