It remains unclear when and where the video was filmed before it appeared on Facebook.
Foster said school officials were made aware of the video late Tuesday afternoon. The video is four seconds, and circumstances before the filming remain unknown.
An officer in uniform is shown slapping a young man three times and kicking him once.
“We are waiting for the department to conduct a full and complete investigation,” said Sgt. Clyde Boatwright, president of the school police union.
Identities of the officer and young man remain unknown. The video was filmed by another young man, who is not identified.
Foster said the behavior is “unacceptable and appalling.”
