The Chicago Heights City Council is expected to approve the promotion of Acting Police Chief Tom Rogers to the permanent post at its next meeting on Sept. 8.

Chicago Heights Mayor David Gonzalez said Tuesday he will ask the City Council to approve Rogers as the successor to Charles Guiliani Jr.

Guiliani, who had been chief since July 2012, formally retired in April after 30 years with the department, but continued as acting chief on a contract basis, Gonzalez said.

Rogers, who has been with the department for more than 20 years, recently replaced Guiliani as acting chief after Gonzalez said he determined Rogers “was up to speed” in performing the chief’s administrative responsibilities.

Guiliani’s temporary role ensured the “continuity of the department,” Gonzalez said. He said Guiliani’s role was intended all along to be for the short term.

Gonzalez said Guiliani had “maxed out” his time with the department for police pension purposes and would not realize any further pension benefits by working longer.

Gonzalez said Fire Chief James M. Angell is in a similar situation from a pension standpoint and has given notice that he will retire in November.

“He has volunteered to do anything to make sure that the transition is smooth,” Gonzalez said.

The Chicago Heights City Council normally is scheduled to meet on the first and third Mondays each month, but will meet on Tuesday next week because of the Labor Day holiday.
