South suburban Harvey has increasingly skipped out on payments for water from Chicago.

By law, Chicago must supply water to any suburb that extends a pipe its way, and the city says it can’t turn off the spigot, no matter whether the town pays for the water. Chicago alleges that Harvey has turned that into a money-making enterprise, by taking Chicago water, reselling it to residents and other suburbs, and not paying Chicago for the vast majority of the water that was taken.

Harvey may pay some of the Chicago bill …

… but keeps a bigger chunk for itself while the bills from Chicago keep piling up.
