The Illinois Commerce Commission failed to approve a plan by Downstate utility Ameren Illinois to deploy smart grid technology in its service territory.
Commissioners said the plan lacked the details required under the law and did not clearly lay out how the technology would benefit consumers.
Ameren can appeal the decision.
