Problems with plans for an underground parking garage prompted a request for a ninth story on a new condo building to be built downtown on Marion Street a half-block north of Lake Street.

The Village Board approved the request Monday, noting that the change actually adds only 7 feet to the building, which will be part of the Regency Club being developed by Alex Troyanovsky.

Troyanovsky’s original plan for the site included two tall condo buildings. But neighbors objected strenuously and Troyanovsky agreed to scale back the project with shorter town homes and only one multi-story condo building with an underground parking garage to reduce its height.

But those revised plans were so quickly put together that there wasn’t time for adequate testing to assure the garage was feasible.

Troyanovsky said he has since discovered the site has a very high water table, and that it would be cost prohibitive to build an underground garage to keep the building at eight stories.
