A divided Des Plaines City Council approved an ordinance Monday that requires new department heads to move into town within a year of their hiring.

The ordinance, approved on a 4-3 vote, replaces a rule that required department heads to move into the suburb within nine months.
The new policy also prohibits department heads from getting raises until they move to Des Plaines.
The requirement had been debated at least eight times by officials since 2001, when an advisory referendum measure on local residency for new department heads passed by a 2-1 margin.
