Foreign policy dominated a Rose Garden news conference on Tuesday, but President Bush also answered a variety of domestic questions. During a 48-minute session with reporters, the president:

Praised the decision by his brother, Florida Gov. Jeb Bush, to restore a feeding tube to Terri Schiavo, a severely brain-damaged woman in Florida who is at the center of a legal struggle.

Pledged to sign a law banning so-called partial-birth abortion, but added that the climate in the country would not support a full ban on abortion.

Believed the administration would work with the independent commission investigating the Sept. 11 terrorist attacks so members could look at portions of the president’s daily intelligence briefing. The group’s chairman, a Republican, has threatened to subpoena the White House if the documents aren’t provided to the commission.

Said he would not take the step of requiring White House employees to sign affidavits denying involvement in leaking the identity of an undercover CIA agent. “It’s a criminal investigation” that is better left to the Justice Department, he said.
