City Council member Steve W. Mandel this week became the first candidate in next year’s mayoral race, saying he would focus his administration on community preservation, reduction of the tax burden and intergovernmental cooperation.
“I’m running on the principles of community service and intergovernmental cooperation,” said Mandel, a three-term councilman who said he would continue to be an independent voice at City Hall.
Mandel said he would not accept campaign contributions from contractors, builders or developers, and he would limit individual campaign contributions to $150.

“I just won’t accept money from special interests,” he said. “The interests I represent are those of all the people of Highland Park.”
Other possible contenders for the 2003 race include Mayor Daniel Pierce and council member Michael D. Belsky. Both have indicated they are considering running.
If there are more than two candidates, a non-partisan runoff election would be held in February, with the top two vote-getters squaring off in the April election.
