A proposed tax-increment financing district near Rosemont’s Allstate Arena could be a boon to Des Plaines, officials say.
The City Council disclosed new details about the 20-acre, triangle-shaped TIF district, which would be bounded by Mannheim and Higgins Roads and Greenleaf and East Railroad Avenues on the city’s south side.
The area is home to 47 commercial or vacant parcels, including a motel, car wash and a mobile home sales office.
“A TIF district could allow for a strong and active commercial and retail area with hotels and offices,” said William Schneider, acting city manager.
Developers have shown keen interest in the TIF zone, officials said.
Although much of the zone lies within the Willow and Higgins Creek flood plain, city officials said improvements planned for the creek bed within the next 18 months are expected to remove development restrictions.
Scott Kline, president of AC Pavement, 3038 Orchard Pl., expressed concern that his more than 100 employees could be displaced if the TIF district is approved.
Kline said his company has proposed development plans for its land several times during the last 20 years, only to be rebuffed by city officials citing flood-plain restrictions.
The City Council is expected on Monday to discuss the TIF district, which would be the fourth in Des Plaines.
