Des Plaines Mayor Tony Arredia broke a 4-4 vote this week supporting the release of about $22,500 in dues that the city owes the Suburban O’Hare Commission, an anti-airport expansion group.

Last month, Ald. Dick Sayad headed an effort to suspend Des Plaines’ quarterly dues payments until SOC provided details about how dues are spent.

During a City Council meeting Monday, Sayad said SOC officials had answered some of the accounting questions posed by aldermen. He also said a list of invoices handed over by the group provided little specific information.

“The invoices just say `working on runways,'” Sayad said. “I just want to see if we’re getting our bang for the buck, and if we are, fine. But I still have questions.”

In other action, the council rejected a primary seat-belt ordinance.

Seat-belt use is required by Illinois law, but currently in Des Plaines, police officers are allowed by law to ticket for non-compliance only during traffic stops for other violations, Smith said.

About 29 Chicago-area communities have passed primary seat-belt laws similar to the one Ald. Don Smith proposed for Des Plaines.

“A person’s choice not to use a seat belt raises insurance costs and also affects the driver’s families and other people,” Smith said.

Smith’s ordinance, supported by Police Chief James Ryan, called for $50 fines for vehicle operators failing to wear seat belts, and $25 fines for unbuckled passengers.
