Bad news for small vineyards and for wine connoisseurs who like to sell or buy wine over the Internet. Thanks to the persistence of Sen. Orrin G. Hatch (R-Utah), a long-stalled measure that strengthens the ability of states to block interstate sales of wine and spirits was given new life when Hatch inserted his proposal into a bill aimed at combating violence against women and sex trafficking.

The bill has passed the House and Senate and has been sent to President Clinton.
