Twelve of Chicago’s police districts posted 1999 crime rates lower than city as a whole, according to

preliminary city statistics. Overall crime dropped 8.9 percent compared with 1998 figures, with decreases logged in all districts.

Here the squads are ranked by the rate of so-called index crimes reported to state

and federal authorities. The crime rates are based on the 1990 census.

Violent crime includes murder, criminal sexual assault, robbery and aggravated assault. Property crimes include

burglary, theft, motor-vehicle theft and arson.

The chart presents incidents of both types per 1,000 residents. Because the property-crime tally excludes arson, the two figures don’t equal the index-crime rate.
