The panel last week recommended approval of the first unit of the Crystal Cove subdivision. The plan calls for building 43 single-family homes and 27 detached town homes.

In addition, the plan includes the extension of Marley Road from U.S. Highway 30 to link up with Spencer Road and a trail for recreation around the perimeter of the subdivision.
