Des Plaines aldermen took no vote Tuesday night on electing an acting mayor to replace the late Mayor Paul Jung, who died last month.

Instead, the City Council voted 6-2 to ask City Atty. David Wiltse to lay out a procedural framework for electing an acting mayor to fill out the remainder of Jung’s term.

During two hours of deliberation, the City Council discussed procedural rules at length but never addressed which alderman should be named acting mayor.

Wiltse said he would make his “best effort” to provide a framework for aldermen to review by Nov. 24.

“This is something that’s never happened in the history of Des Plaines, and hopefully, it will never happen again,” said Tom Christiansen, mayor pro tem.

Wiltse said he will study an apparent discrepancy between Robert’s Rules of Order and Illinois state statute, the latter of which is “ambiguous” upon whether a majority or a plurality among aldermen is necessary for the election of an acting mayor.
