Jury selection in the court-martial of the third of four Navy boot-camp instructors accused of sexual misconduct is set to begin Monday.

Petty Officer 1st Class Ralph McMillan, a former recruit division commander who in 1997 was selected RDC of the year, faces 20 counts of sexual harassment, fraternization, dereliction of duty and obstruction of justice.
The 34-year-old McMillan, who is married and a 16-year veteran of the Navy, is accused of having sex with a female recruit and requesting sexual favors of and verbally harassing other female recruits between January 1997 and April 1998.
Penalties can range from a letter of reprimand, six months of confinement in a military jail, a reduction in pay and a bad-conduct discharge.
