The former interim executive director of the DuPage County Health Department returned to the agency Monday as its first chief of planning, education and evaluation.

James C. Hagen, 48, an associate professor of public health at Benedictine University in Lisle and a part-time planner for the Health Department, will fill a newly created $79,194-a-year position with broad responsibilities, according to Dr. David McNutt, the department’s executive director.

A study by consultants in 1996 had urged the Health Department to strengthen its health education and planning activities.

Hagen was chief planner for the department from 1990 to December 1994, when he took over as interim director. He held that position until July 1995, when McNutt was hired.

McNutt told Board of Health members last week that Hagen was hired after a nationwide search that attracted 33 applicants.
