A street-improvement compromise reached by the New Lenox Village Board Tuesday is expected to move along the annexation process for a new subdivision.
Trustees said Bruce Rackouski, developer of the Palmer Ranch subdivision, could meet his street improvement obligation by upgrading Nelson Road without putting in sidewalks and street lights.
The roadwork is costly, Rackouski said.
“Our concern was that we got a full pavement in there for the (nearby) school,” Planning and Development Administrator Carrie Hansen said.
Street lights and sidewalks can go in when the adjacent land is developed, she said.
But trustees rejected the developer’s proposal that he be allowed to defer paying sewer and water tap-on fees.

The board has never allowed such a waiver, Mayor John Nowakowski said. “We have taken a viable stand that all future development pays for itself,” he said.
