And though the district expects enrollment growth, the study does not include plans for costly construction projects, according to Deputy Supt. Ray Gunn.

But officials said that unless the district identifies a new revenue source or unless it cuts costs, the district could drain its education reserves–$10 million–by 2002. If that happens, officials said, the district will be forced to transfer nearly $3.8 million from its working cash fund for instructional costs.
