Elmhurst City Council members unanimously agreed Monday night to allow fellow aldermen to participate electronically in meetings if they cannot be present.

After months of debate, the council ironed out an ordinance that will allow council members to use a speakerphone to attend regular council meetings if their presence is prevented by illness or disability, absence from the city on city business, an employment-related trip or family emergency.

Under the new ordinance, all council votes must be taken by roll call if a council member attends a meeting electronically.

The ordinance allows no more than two members of the council to use the same remote location to attend a meeting electronically at any time.

The new law also forbids a vote on bond issues unless a quorum of the City Council is physically present.
