Japan will not publicly apologize to St. Paul-based Northwest Airlines for criticizing the American carrier’s maintenance record. The Japanese Ministry of Transport asked U.S. aviation officials in March to tell Northwest to improve its maintenance, saying equipment problems caused 21 flight disruptions at Tokyo’s Narita Airport last year. Northwest has demanded a public apology, saying the comments have alienated some corporate customers in Japan.
