The Texas Railroad Commission, which regulates transportation in that state, voted to oppose Union Pacific Corp.’s proposed $5.4 billion buyout of Southern Pacific Rail Corp. because of fears it would stifle competition. The vote dealt a serious blow to the proposed merger, which would create the nation’s largest railroad company.
