The Village Board has agreed to let the owner of Top of the Hill Cafe & Bar add a beer garden, volleyball court and horseshoe pit to his tavern, provided he first clean up some adjoining property that he owns.

Tony Torres, owner of the cafe at Illinois Highway 31 and Cary Road, also owns an adjacent lot that contains the burned remains of an old motel, said Michael Friesen, assistant to the village administrator.

Torres now must appear before the Algonquin Liquor Commission to seek a separate liquor license for the outdoor area. A date on that hearing has not yet been set.

As part of the conditions for the special-use permit for the additions, Torres must remove the abandoned motel sign and post, and remove or fill in the old swimming pool there.

Torres also must erect a solid fence around the addition, install netting to prevent volleyballs from escaping the court, and keep music below a certain decibel level.

No volleyball or horseshoe games will be allowed after 11 p.m.
