About 110 DuPage County government employees would be eligible for an early-retirement program under legislation approved this spring by the General Assembly and awaiting the signature of Gov. Jim Edgar.

The legislation would allow counties and other public agencies, except cities and villages, to offer employees the same sort of early-retirement program offered to teachers and state workers in recent years.

A preliminary analysis done by Jack Tenison, county personnel director, suggests that the annual savings to DuPage would vary widely-from several hundred thousand dollars to more than $2 million-depending on whether county officials opted to replace all departing workers with new but lower-salaried employees or that some positions be left vacant.

An early-retirement program is expected to be part of a budget package presented to the County Board later this summer by board Chairman Gayle Franzen. Franzen had pushed for the program to encourage higher-paid senior employees to retire.

There are about 2,500 county employees.
