The city is studying a plan to create an economic development district along Randall Road in which businesses would be given tax breaks to operate there.

The district is proposed for Randall between Fabyan Parkway and McKee Street, where the bulk of vacant commercial parcels remain.

Under the proposal, the city would rebate a set amount of sales-tax or property-tax dollars to developers to help defray the cost of public improvements associated with the development.

The city in the past has worked out tax-rebate agreements individually with businesses along the four-lane county highway. The creation of a district would save time and administrative costs by making the same terms available to every developer, Ald. Norman Hagemann said.
