The City Council this week approved a new northeast side subdivision, but it declined to overturn a committee’s decision not to allow a street in the development to connect with one in an adjacent neighborhood.

Monday’s action counters recommendations from the city’s planning staff and public safety officials that Oxbow Lane should be a through street connecting the existing Charlemagne subdivision and the proposed Kingswood development.

“Oxbow Lane is now a road to nowhere,” said Mayor Fred Norris, who did not support the council decision.

The developer, R. Russell and R. Faganel Builders, is planning to construct 255 single-family units and town homes on 85 acres northeast of Charlestowne Mall near Illinois Highway 64 and Smith Road.
