South Grove Avenue, which was converted to a pedestrian mall named Fountain Square Plaza in 1974, will be reopened to traffic at noon Monday, city officials have announced.
Remaking the mall into a street was paid for by the Hyatt Development Corp., developers of the casino boat on the Fox River. In return, the city granted Hyatt a maximum of $2.4 million in credit on future lease payments to the city, officials said.

Grove Avenue leads to the casino landing on the Fox River. The reopening of Grove, which will be a two-way street, is considered vital to reviving the downtown business district. The reopened portion will have 35 one-hour parking spaces.
