The city’s six department heads received bonuses of $2,500 each this week in lieu of annual salary increases.
The City Council unanimously approved the bonuses Tuesday.
Mayor Fred Norris said, “Their salaries are basically plateaued, and many of them are at or near the top of the scale, so we can’t really give them raises.” The bonuses were given for the second consecutive year.

The department heads are Larry Maholland, director of finance and administrative service; Robert Hupp, planning director; Mark Koenen, director of public works; Patrick Boyle, director of the Electric Department; James Roche, chief of police; and Larry Swanson, chief of the Fire Department.
