The village will expand its waste-water treatment plant to ease growing demands on the existing system.

Trustees awarded a contract last week to Joseph J. Henderson and Son Inc. of Gurnee to expand the existing plant, located on Stearns Road just east of Bartlett Road. The new 30-structure facility will be able to handle 3.7 million gallons of waste water, 1.4 million gallons more than the current facility.

The expansion isn’t expected to be a drain on taxpayers, said village finance director Kevin Lockhart. At least $5.9 million of the facility’s cost will be paid through developers’ water main tap-on fees, Lockhart said, while $2.8 million will be obtained through general obligation bonds. An additional $825,000 will be transferred from the village’s operating fund to pay the remainder of the facility’s cost.

Though the bond issue allows the village to levy higher taxes, officials are planning to use future tap-on fees to pay for the bonds, Lockhart said. With a steady amount of development in Bartlett, officials expect the tap-on fees to cover the bond cost, he said.

The new facility should withstand the maximum amount of demand even when Bartlett reaches its expected “build-out”stage of development in 2012, said project engineer Dale Martin Sr.
